I know that Phil does the Les Fleches #3, the Les Cuilleres #1, and the Tour Eiffel spoons, but is he also the person producing Betty's Toulouse Lautrec and the La Feuille from La Boheme?

Presuming its silver plated brass, it would probably be fair to assume it should cost a similar amount to one of Phills repro spoons.
So if you add Bettys 500% markup, then $120 sounds about right.

It doesnt really matter if she hasnt marked them, as her prices are so extreme, noone would buy them to pass off as fakes.

It seems that you can buy most of Phil's repros on eBay for between fifteen and twenty bucks, the Fleches will probably be a bit less.

It is a beautiful piece, to be sure, but there's no way I'd pay $100 or more for a reproduction spoon.
