It would be possible to have a dampened oscillation if
(1) the initial velocity was less than that necessary to totally escape the attraction of the negetavly charged mass
(2) the initial velocity was greater than the velocity limit to prevvent the positive charged mass from escaping in the first pass.

I suspect it would not be a true (undampened) oscillation and in this case it would not accelerate.
