Smells like Lupercalia. Acadian Mardi Gras (nothing like New Orleans) has a similar tradition. The masked riders (on horseback) go from house to house and demand a chicken, which goes into a communal pot at the end of the day. Fesses are caressed by willow switches as well. Usually girls are the targets, but if a boy has shown his own ass (in the other sense) in the course of the year, he might be in for a little chastising as well - a sort of street justice endorsed by the community. When it comes to girls, the roots of the bottom blessing are in rites of fertility, and of course the same is true for Easter in general.
